EMRS Hirli

History & Background

Eklavya Model Residential School (EMRS), Hirli, began in 2001 at Nishnahandi (Nandahandi block, Nabarangpur) alongside the Government SSD High School. In June 2006, EMRS moved to its own dedicated campus in Hirli. Today, the school is fully managed by the National Educational Society for Tribal Students under the Ministry of Tribal Affairs, Government of India. EMRS Hirli is affiliated with the Central Board of Secondary Education (CBSE), Affiliation No. 1520003.

Student & Staff Strength

EMRS Hirli is 100 percent residential, hosting around 420 Scheduled Tribe students from classes VI through XII. A dedicated team of approximately 50 teaching and non-teaching staff ensures holistic care, free accommodation, meals, and quality education for every student.

Salient Fatures

Comprehensive physical, mental and socially relevant development of all students enrolled in each and every EMRS. Students will be empowered to be change agents, beginning in their school, in their homes, in their village and finally in a larger context.
Focus differentially on the educational support to be made available to those in Standards XI and XII, and those in standards VI to X, so that their distinctive needs can be met.
Admission to these schools will be through selection/competition with suitable provision for preference to children belonging to Primitive Tribal Groups, first generation students, etc.
Sufficient land would be given by the State Government for the school, play grounds, hostels, residential quarters, etc., free of cost.
The number of seats for boys and girls will be equal. In these schools, education will be entirely free.
Every class can have maximum 60 students preferably in 2 sections of 30 students each and the total sanctioned strength of the school will be 480 students.

Management of School

All EMRSs are managed by NESTS [ National Education Society for Tribal Students] and State/UT Socieity.
NESTS, as an autonomous Society under the Ministry of Tribal Affairs has been registered under Societies Registration Act, 1860.
NESTS is mandated to plan, construct, establish, endow and administer the Schools and to do all acts and things necessary for or conducive to tribal education.
The NESTS shall function through an Executive Committee under the Chairmanship of Secretary, Tribal Affairs. The Executive Head of the administrative pyramid will be the Commissioner (Joint Secretary level) who shall execute the policies laid down by the Executive Committee.
The NESTS will be guided by a Steering Committee headed by the Hon’ble Minister for Tribal Affairs.
At school level, there will a District Level Comittee [DLC] which will act like a School Management Committee. Collector / District Magistrate of the concerned district is the Chairman. Other members are Cheif Development Office cum Executive Officer, Project Administrator ITDA, Chief District Medical Officer, District Education Officer, two eminent educationist and the Principal of the concerned school.
